Why should my driving license be replaced?

The background to this is that, in early 2019, the Federal Council decided to introduce a staggered exchange of driving licenses to comply with the EU Directive. Accordingly, all old driving licenses issued before January 19, 2013 must be replaced by January 19, 2033. This will be replaced in the future by a uniform EU driving license model which, according to the Federal Ministry of Transport, “in particular meets the current counterfeiting “. However, just before the deadline, it was decided that due to the pandemic, the deadline would be extended by another six months, i.e. until the summer of 2022.

For each individual license holder, this means first of all obtaining a driving license and checking how long they have a valid driving license. The date of issue of the driving license is the decisive factor, not the date of issue. Depending on the date of issue of the driving license and the year of birth, different deadlines apply.

Who must replace the driving license and when?

Replacement is by year of birth or issue. The exchange is basically divided into two stages: driving licenses issued up to and including December 31, 1998, and driving licenses issued on or after January 1, 1999. The list of the Federal Ministry of Transport shows when the personal deadline is due.

In numbers, this means that, according to the ADAC, around 15 million paper driving licenses (issued by December 31, 1998) and around 28 million credit card driving licenses (issued between January 1, 1999 and January 18, 2013) in the coming years, but by January 2033 at the latest, they must be replaced.

How do I exchange my driving license?

The exchange is uncomplicated. The first point of the program is going to the driving license office, where an application is submitted for the exchange of the driving license for motorcycle and car classes.

Anyone who continues to drive with the old driving license after this period must face a warning of 10 euros in the event of an inspection. Note: Truck and bus license holders are already committing a crime.

What documents are required for replacement?

To exchange a driving license for a car and motorcycle, you need an ID card or passport, a biometric passport photo and a current driving license. The latter is then stamped by the authorities and thus canceled. Important to know:

If your ‘old card’ has not been issued by the authority of your current place of residence, a copy of the index card from the authority that originally issued your license is required for replacement. According to the ADAC, this copy can often be requested online and will be sent directly to the new driving license office.

How useful is the replacement now?

In particular, holders of older gray and pink licenses should consider missing the deadline. Often times, these old driving licenses cause problems and discussions with local officials when inspecting vehicles in other EU countries, even if they are valid in all EU Member States.

Consumer organizations such as the GVI even recommend that you bring the relevant part of the text of the EU decision in the correct national language with you when traveling on holiday to other EU countries and show it if difficulties arise when checking your driving license. and at the same time help your local law-making authority to facilitate the flood of multiple replacement campaigns.
