National Court of Auditors: MV Crown Protection Fund illegal

According to the State Audit Office in Schwerin, the multi-billion dollar protection fund in Mecklenburg-Vorpommern to fight the crown pandemic is illegal. In a 150-page special report, the audit authority assessed that many of the measures financed by the emergency loans were not related to the pandemic. The debt brake, which will apply from 2020, will be challenged with the help of a credit-financed special fund. Moreover, it limits Parliament’s budgetary powers. In 2020, in the first peak of the pandemic, the country took on new debt of € 2.85 billion to deal with the effects of the corona crisis. While the loan for the MV protection fund in an emergency is justified, the planned measures must be related to the relevant crisis, in this case the crown pandemic, in terms of content and timing, explained the President of the Audit Office, Martina Johannsen. As an example, Johannsen cited the school building program with a total of EUR 100 million in the MV Conservation Fund, a special fund for university medicine of EUR 360 million, and a digitization package totaling EUR 400 million. Many projects were already planned before the pandemic and therefore could not be implemented under the protection fund.

At the request of the opposition AfD group, the state constitutional court in Greifwald is also dealing with the legality of the MV protection fund. The verdict is expected by the end of August.

Nationwide incidence 699.5

Note the current figures from the following countries: The incidence values do not give the full picture of the infection situation. Experts have assumed for some time that there will be a large number of cases unrecorded by the RKI – mainly because not all infected people have had a PCR test done so far. Only positive PCR tests are included in official statistics. Moreover, late registrations or transmission problems can lead to distortions of individual daily values.
